This power is very similar to dunce but it works differently. Badge does not show up in the ban window like dunce does, but instead there is a command to award a badge to people. (this may change later)
If you meet the sufficient rank to use badge, you can badge any rank above or below you. You can change the rank that is allowed to use badge in gcontrol, just like dunce.
You also cannot be dunced while you have a badge.
